MOHRE terminates licenses of 124 mediation and labor recruitment offices

The Ministry of Human Resources and Emiratisation (MOHRE) has announced it has terminated the licenses of 124 mediation and labor recruitment offices and has given the owners of other 143 offices across the UAE the opportunity to rectify the status of their offices in line with the Domestic Labor Law and its executive regulations.

The licenses of the aforementioned offices were terminated after the validity of their licenses had expired without their owners tending to rectify the status of their offices as required by the law, said Khalil Khouri, Assistant Under-Secretary for Assistive Employment Affairs at MOHRE.

The MOHRE would show no leniency in enforcing the law against the mediation and labor recruitment offices that do not abide by the law based on its keenness on protecting the interests and rights of the employers, families and domestic workers recruited and employed through these offices, he added.

Khouri explained that the owners of existing offices have currently two options to renew their licenses: either to rectify their status by shifting to the TADBEER model or submit written pledges to the MOHRE that they would not be involved in any mediation or domestic worker recruitment activity and would limit their activity to establishment workers, to which the law on the regulation of labor relations is applied.

The MOHRE would terminate the license of any of the aforementioned offices if the owner did not comply with either of the two options before the expiry of the license of the office concerned, he said.

Khouri announced that the MOHRE started to implement a sophisticated electronic system for the traditional package contracts (mediation contracts) between the recruitment office and employers & families, adding that this system grants the authority of use to the currently existing 143 recruitment offices and also to TADBEER service centers, while linking the traditional package system with domestic worker entry permit issuance service under a reference number. An entry permit would be issued only to the workers who had been employed through the traditional package system at TADBEER service centers and the valid recruitment offices, for which the system is activated, he said.

The sophisticated electronic system is designed primarily to protect the interests of employers and families that deal with the existing recruitment offices, he said, adding that access to the system would be denied to these offices if their owners had not rectified their status as required by the law before the expiry of their licenses, particularly with respect to shifting to TADBEER model.

As many as 34 TADBEER service centers, which are run by private sector national cadres, provide all services related to domestic workers under a partnership with the MOHRE, which oversees the work of these centers that will total 59 centers across the UAE in the first quarter of next year.

TADBEER offers its services through four packages with specific price caps for each package. The first package (traditional package) provides the service of hiring a worker from outside the UAE for the contractual period of two years, while the second package (temporary package) will provide a domestic worker under TADBEER sponsorship, who will not be allowed to be transferred as resident workers for their employers.

The third package (test package) provides a domestic worker for a contractual period of six months, after which the worker is allowed to be transferred with the consent of the concerned parties, while the fourth package (flexible package) provides a domestic worker under TADBEER sponsorship for work on (hourly, daily, weekly, monthly basis etc.)

The smart app TADBEER also allows users to view TADBEER service centers in terms of name, location, contact details and official working hours. It also allows users to search for available domestic workers according to their nationalities and review their CVs, professional skills and practical experience. In addition, users can submit applications for contracting domestic workers, conduct interviews with them in the service center, access a number of awareness materials and other services.

The app has several features such as receiving alerts and responding to inquiries regarding the procedures and regulations observed in TADBEER service centers through live chat.
